Soraya, una joven de 17 años, se convierte en la emperatriz de Persia tras su boda con el shah Mohammad Reza Pahlevi. Con este matrimonio, el shah quiere mostrar su talante aperturista en una época en la que su país atraviesa una aguda crisis política.
